REQUEST FOR PROPOSAL -- 2025 PROGRAM MANAGEMENT FOR CAPITAL PROJECTS
I. INTRODUCTION
The Delaware River Port Authority (“AUTHORITY” or “DRPA”) is a bi-state corporate instrumentality of the State of New Jersey and the Commonwealth of Pennsylvania. The DRPA owns and operates four major toll bridge crossings of the Delaware River; the Benjamin Franklin Bridge, the Walt Whitman Bridge, the Commodore Barry Bridge, and the Betsy Ross Bridge. Each bridge facility includes office buildings, maintenance shops, garages, and other buildings and structures. In addition, the DRPA owns real property in the vicinity of the bridges. The AUTHORITY’s transit subsidiary, Port Authority Transit Corporation (“PATCO”), operates a rapid transit line providing public transport service between Philadelphia and Southern New Jersey.

II. PURPOSE AND INTENT
The AUTHORITY hereby invites interested professional consulting engineering firms to submit Technical and Cost Proposals (“Proposal”) for the 2025 PROGRAM MANAGEMENT FOR CAPITAL PROJECTS (the “Project”). This public advertisement constitutes the AUTHORITY’s formal solicitation to determine the interest of qualified firms in the aforementioned project.
The Scope of Services the AUTHORITY requires entail providing program delivery expertise and support to assist in meeting the AUTHORITY’s capital improvement program. Required services include but are not limited to defining project requirements, design management, bid packaging, cost estimating, financial planning, scheduling and project phasing, construction management, quality assurance, tracking and reporting progress, and coordinating with internal and external project stakeholders for multiple projects. Additionally, these services may require attending pre-bid or pre-proposal conferences, responding to questions, preparing Bulletins, reviewing bids and making recommendations to assist in delivering various projects as part of the AUTHORITY’s overall capital program. The firm shall exhibit professional staff knowledgeable in providing program management and project management services related to the successful delivery of capital improvement projects for public transportation infrastructure. The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above-mentioned work.
The AUTHORITY will consider only those Proposals received from parties who have obtained the RFP and contract documents directly from the AUTHORITY. Contract documents are not transferable to other parties for proposal purposes. Proposals received from firms whose names are not recorded by the AUTHORITY as having secured documents for this Project will be rejected.
III. TERM OF ENGAGEMENT
It is expected that the term of engagement for the Project will be approximately three (3) years, with one (1) – one (1) year extension option, exercisable at the DRPA’s sole discretion, which shall commence as of the date of execution of an Agreement following the Notice to Proceed.
IV. PRE-PROPOSAL MEETING AND SITE VISIT

Proposals will be accepted only from CONSULTANT’s who received Project access via the SAP Ariba System.
No site visit is scheduled for this project.
V. RFP SUBMISSION AND DUE DATE
One (1) electronic copy of the Proposal must be submitted, in PDF format, electronically via the Ariba Network no later than 2:00 PM EST on Friday, February 21, 2025.
LATE, FAXED, E-MAILED, AND/OR HARDCOPIES WILL NOT BE ACCEPTED. The Ariba submission requirement is mandatory and non-waivable.
In order to participate in this RFP and receive an invitation to the solicitation event, please send a request, via e-mail, to the following Contracting Officer: Gregory R. Noonan – grnoonan@drpa.org. If a response is not received within two (2) business days, please resend the request and copy to vendors@drpa.org on your e-mail.
In order to access the RFP event, you must be registered on the Ariba Network and have completed the AUTHORITY's supplier registration questionnaire. If you have not already done so, you can register on the Ariba Network at any time. Registration is free, quick, and easy. To do so follow the below steps:
Ø Submit a self-registration request at http://drpa.sourcing.ariba.com/ad/selfRegistration.
Ø After the self-registration request that you submitted is approved, you’ll receive an email from Ariba.
Ø After you create your username and password, please email (project owner) and they will send you an invite to the event.
Ø If you need any assistance or have questions, please email vendors@drpa.org.
Ø If your company is already registered in Ariba, please log in through invite with that information to sync our accounts.
Firms should ensure that they can access and upload files in Ariba prior to the submission deadline. It is the respondent’s responsibility to ensure submission of its Proposal to the proper place at the proper time. Absent an emergency or unanticipated event that interrupts normal AUTHORITY processes so that Proposals cannot be received via Ariba by the exact time specified in the RFP, the AUTHORITY will not extend the submission deadline for an interested firm due to its technical difficulties.
VI. SINGLE POINT OF CONTACT
The DRPA has established a Single Point of Contact for this RFP. From the issue date of this advertisement, the Single Point of Contact shall be the Contracting Officer whose name and contact information appears below. Please refer all inquiries related to the to the Contracting Officer.
Any violation of this condition (excluding any Ariba supplier registration questions, which should be addressed by e-mailing vendors@drpa.org) may be cause for the AUTHORITY to reject the offending firm. Respondents agree not to distribute any part of their Proposal beyond the AUTHORITY’s Contract Administration Department. A Respondent that shares information contained in its Proposal with other AUTHORITY personnel may be disqualified and its Proposal may be rejected.

VII. EVALUATION OF PROPOSALS
All Proposals will be reviewed to determine responsiveness. The AUTHORITY may reject non-responsive Proposals without evaluation but may waive minor non-compliance.
All Proposals will be reviewed by an Evaluation Committee who will make recommendations regarding which Respondents the Committee believes to be most technically qualified. The evaluation team will evaluate and rank each Technical Proposal considering the following factors; the order of factors should not be considered determinative of importance:
A. Understanding and Approach
B. Qualifications and Experience
C. Overall Completeness and Quality of Proposals
D. MBE/WBE Participation
E. Maintenance of a local office
The final determination will be based on the AUTHORITY’s evaluation, in its sole judgment, of which Proposals best meet the needs of the AUTHORITY.
This RFP does not commit the AUTHORITY to awarding a Contract. Respondents shall bear all costs incurred in the preparation of the Proposal and participating in the RFP process. The AUTHORITY reserves the right to reject any and all Proposals, the right in its sole discretion to accept the Proposals it considers most favorable to the AUTHORITY’s interests, and the right to waive minor irregularities. The AUTHORITY further reserves the right to reject all Proposals and seek new Proposals when such procedure is reasonable and in the best interests of the AUTHORITY. In addition, the AUTHORITY may at any time revoke this RFP in its sole discretion and without assuming any liability in connection with its issuance and/or revocation.
VIII. QUESTIONS
Any and all questions or requests for clarification relating to this procurement including, but not limited to, questions concerning Proposal submission requirements, technical requirements, scope of work, and specifications, should be addressed to the Single Point of Contact no later than 5:00 p.m. EST on Monday, February 3, 2025.
NOTE: NO questions will be accepted after this date.
Responses to questions will be provided, via Ariba and e-mail, by the Single Point of Contact to those firms who have registered and requested participation in the RFP.
Only information supplied by the Single Point of Contact, including responses to questions regarding the RFP, should be used in preparing Proposals.
